GE Monogram Range Brolier Not Igniting

The broiler element on my 8 year old GE Monogram range is not igniting. The glow bar heats up and glows orange. In fact the glow bar gets hot enough to actually brown the meat that is in the broiler tray high up next to the broiler element but the element never ignites. Is it the igniter or is there a valve that is not opening? Thanks in advance!
