Maytag Neptune Drying Center UpperDrying Cabinet Won’t Heat

Lower tumble dryer works fine. Upper drying cabinet won’t heat up. Blower works OK. I’ve checked the heating element, thermistor, and high limit thermostat and their resistance checks OK.

I’ve replaced the relay board (attached to bottom of dryer cabinet) and the green circuit board behind the control membrane panel, but still no heat.

Would like some help and suggestions as to what might be causing the heating element not getting the input to energize and heat up.
