Ceramic cook top will not heat

I have a 5 burner, 36" Frigidaire cook top, model FGEC3645KB. We have had it since mid April 2011. Everything up to this point has worked fine. Now none of the burners work. There is a HOT SURFACE indicator light that is light, birght, when the surface is hot. Now since the burners are not working, the light is on but very dim, and is only on when all of the burners knobs are in the off position. When any one of the knobs are turned on, the light goes out. I have checked the circuit breaker and have 238v across both terminals.
