Do I need a new control board

I have a whirlpool duet dryer that has now blown 2 thermal fuses. There was no blockage to the outside of the house I also replaced the thermistor when I replaced the thermal fuse. The high limit thermal fuse and the thermostat both have continuity. The heating element doesn't have continuity when tested to the cabinet. I pulled out the element and it looks continuous and doesn't touch the cabinet. The cabinet does look like it has been getting hot because it is slightly black on one end. Thanks for any input.

It sounds like you have covered pretty much everything except the control board. If the dryer has good airflow, the thermistor is good, and the heating element is not shorted, then next I would replace the control board. Let me know how the repair goes for you.
