GE Fridge howling noise, fan cycles on/off

This fridge is at a vacation property, so service is a challenge. Recently had a repair tech out as the fridge stopped cooling (gradually) and the ice maker stopped working (suddenly). Previously had a couple of years of a howling noise and the fan inside the fridge goes on and off at about 1.5 second intervals for periods lasting an hour or so.
The tech replaced the "defrost heater" (?), and the fridge now cools, the ice maker works. The howling and fan issue continue, so not convinced we've solved all our issues. Experiencing difficulty getting the tech to call me directly to discuss the issue , but I do finally at least have an invoice so a little more to go on. Small community, limited options for repair, would like to have my concerns addressed more thoroughly for the price of the call! Any advice would be appreciated.

If they replaced the defrost heater to fix the cooling problem, then the fan noise is a separate problem. To fix the howling freezer fan, you have to replace the evaporator fan motor AND main control board. BOTH parts must be replaced to permanently fix the problem.
