GE Quiet power plus dishwasher does not wash.

This is a Canadian made dishwasher so the model no. does not exist in the US.After not using the machine for 4 months it would fill and drain but would not wash. The drain solenoid was on most of the time and I burned out 2 of them doing the F1 test before understanding why it was happening. The drain valve operated by the solenoid leaked so I had to replace the pump motor. This did not solve the main problem. I replaced the sequence switch. Still the same problem. After much advice from various blogs I also replaced the control panel. Still no solution.
FI test test results as follows:
All LEDS on
Sol. ON plus drain
Water fill
Sol.ON nothing else
Sol.ON nothing else
Sol. ON plus drain
Sol. ON nothing else
water fill.
Sol ON plus water fill
Sol. ON nothing else
Sol. ON plus drain
Finish.
I did not complete each step and moved to next step so as not to leave the solenoid on too long. It heats up and fails when energized too long.
I think it should only be energized to drain.
At this point I am completely at a loss. Need help.

This problem is solved. When I posted I noticed that the drain solenoid was energized when the pump should be running. I disconnected the pump and solenoid and connected voltmeters to their connectors so I could run F1 without damaging the solenoid. That proved my suspicion. The F1 sequence is a little different than what I got from the internet. I reversed the connectors and everything worked. I guess whoever worked on it before it was given to me mixed up the connectors. I could not get a good schematic since the unit was too old. There was not one inside the unit.
The pumps and sequence switch needed replacement but probably the control panel not. At the extra cost of 2 solenoids and the control panel I have myself a good dishwasher and a spare control panel.
