This type of problem is usually caused by break in the burner coil. If you unplug the stove and lift up the top, you can do a visual inspection of the burner and you will usually see a burn spot were the break in the coil is. Let me know what find.

I have a similar problem though mine is a triple burner and the center element will not heat. Visual inspection does not reveal burn spot. Continuity looks similar for all three elements. What else could be the problem? (Technician replaced this burner 3 years ago.)
