Dishwasher will start and run for a minute, then stop. And repeat these steps 4 times and shuts off. I have replaced the door latch assembly with switches.

Yes, each time it runs for a minute and fills with water then stops and keeps repeating 4 times. Then it will shut off.

Does either the circulation pump or drain pump run at all?

Yes, The drain pump drains.
It sounds like the circulation motor/pump or circuit board might be bad. Remove the bottom panel of the dishwasher and there should be a service sheet. In there it should have a field service test that you can run the dishwasher through. This will test each component, and it should give you a better idea of what is bad.
