Double Ovens Not Heating to Temp BUT All Tests Are Good

I posted my problem on another forum and they ran out of troubleshooting ideas. Any help here is greatly appreciated.

Appliance is a Kitchenaid KEBS207DWH8 Double Oven. Both ovens will not heat to desired temp. Set at bake 350 degrees and only heats to 225 after a long time. Broil only reaches a temp of 325.

Ohm and voltage tests all appear in spec. Voltage at terminal block is 120v for L1/Neutral and L2/Neutral. L1/L2 is 240v. Voltage at for upper/lower inside & outside broil element is 237v. The bake elements are 237v.

Ohms for oven temp sensor, bake and broil elements and control panel thermal fuse are within spec. Although both inside broil elements were 33 ohms and spec is 45-55, not that much difference.

Note: early in the process I sent the control panel to FixYourBoard.com and they said there was a power problem but did not elaborate.

Am I missing something as to why they will not heat to temp?

It sounds like either the control board or oven temp sensor(s) would have to be bad. Oven sensors can ohm out okay at room temp but be bad at higher temps.
