washer will spin, but once filled will not agitate

Sunday evening I was able to complete two loads of laundry before my washer quit working. Once it filled with water, it would not agitate. However, once empty, it would spin. My father thought it was the start capacitor so we ordered a new part from here at PartsDr. Got the part yesterday and my dad tried to replace today but to no avail. Still will not agitate once filled but will spin. Any help is appreciated as we cannot really afford a new washing machine.

When it gets to the part of cycle where it should be agitating do you hear the motor running or trying to run?
