On most units the bake and broil elements come on during preheat.
On some both come on but on most they switch back and forth.
So it could be one of them is bad.
They also switch back and forth during a bake cycle. This ensures an even temperature profile in the oven.
A symptom of a bad element is that things like cakes do not cook evenly re: burned on the outside and raw in the center.
You may be able to see them get red during preheat but this may not be easy to see so you may have to check them with a meter.
Unplug the stove.
This is very important because on most units there is still voltage to one side of the element even when it is turned off.
Undo the screw/s holding the element to the back of the oven.
Carefully pull the element into the oven.
Remove the wires from it and check it with a meter.
Should be around 20 ohms.
It is a good idea to clip something (clothespin etc.) to the wires so they do not disappear into the back of the unit while you are checking the element.
