Did you check the power?
Try flipping the breaker off/on slowly a couple times. Sometimes you can loose half the line without actually tripping the breaker.
Check the voltage at the wall receptacle
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Do this with the heater off and on.
Be careful as 240 volts is lethal !!!

Sounds like a control board problem.
Also may be the centrifugal switch.
Check across connector 1 at the control board (black to blue) ( heater relay contacts)
With no heat you should see 240 volts.
With heat you should see 0 volts.
If with heat you see 240 volts then the relay contacts are not closing.
This would also indicate that the heater, it's thermostats and the centrifugal switch are OK.
If the above is true then I would check the thermistor resistance at the board before ordering a board.
Ha! Sounds like you have a Samsung problem! This brand is notoriously and awesomely bad. Any repair that approaches $500+ forget about the unit because, you're just going to get hit with another $600 repair about 2 years from now and an additional, $1000 compressor replacement in another 3 and 1/2 years. Buy anything GE or Maytag.
