Bosch oven takling realt long time to heat up

My Bosch oven is takling a long time to heat up on the over/under heat setting. Normally it took10=15min but now it takes over 45min.
If i use the fan heating mode it heats up and reaches temp normally
I turned it on today, in the over/under mode and noticed that the bottom panel of the oven was getting warm but the top element, which is visible, was cold to the touch. However, if I turn the grill function on, the inner pipes of the the top element get hot and turn red. Could it be the top element needs replacing?

Sorry but I cannot find any info on the given model number.

It does sod like a bad element so remove power from the unit, remove the element and check ir with a meter.
