Whirlpool gold freezing solid. Fridge warm

I have a whirlpool top bottom and the freezer freezes solid a lot. The compressor runs most of the time even in some cases during defrost. The evaporator fan runs constantly and cannot be turned off even when using the evaporator motor test on the jazz control board. Any idea what the problem could be?
