Soap dispenser is not opening during cycle. Even if the wax motor is showing good continuity, could it still be bad? Or is the control board definitely the problem?

There are a couple of different tests that you could make to determine which part is bad. You could either use a multi-meter and see if the control board sends approximately 120 volts to the soap dispenser during the cycle. If you do this, you will have to watch it closely, because it only sends power to the soap dispenser for a short amount of time. The other thing you could do is apply 120 volts manually to the wax motor to see if it works that way.
