Fridge and freezer not working

I have a GE bottom mount freezer. There is power to the unit, the fridge is not working nor the freezer. Can here "chugging" coming from fridge and can here rapid clicking on circuit board. Figured out chugging noise there is a flap that i assume lets cold air up thru freezer once i unscrewed plastic housing and unplugged it, it stopped making that noise. compressor not running room temperature to touch, no fans running.
