Frigidaire Upright Frost Free Freezer leaking

Freezer recently started leaking. Checked underneath and hoses are all connected and water pan is dry.
Noticed that one hose (see picture) had foil tape(?) on it and was moist.
Is it common that a new freezer would have this or is it used after factory?

I cannot answer your question about the metal tape.

But if there is ice/water inside the freezer on it's floor then odds are that the drain hose is plugged.
