Whirlpool washer still has water after draining

We have noticed a bad smell coming from the washer. While there isn’t any visible water if you shake the tub around you can hear water sloshing around. Curious if that’s normal, I wouldn’t think so.

I removed the drain hose and the pump and no water came out. Pump seams fine.

It is normal for the inner tub to have liquid in it. There is a balance ring at the top of the inner tub that always has liquid in it to help balance the tub during the spin cycle. See the 0:40 mark in the video below for more information.
