Dryer heats and spins but doesn't dry

    Model Number: NED4655EW1
    Brand: Amana
    Age: 6-10 years

I recently replaced the belt on this unit. Now it does spin (although it seem the contents are staying lumped together from the sound). and there is at least warm air coming form the exit of the vent. But the clothes remain damp. It actually seems like air is NOT entering the drum but just blowing out the vent if that makes sense. Thoughts?

The drum baffles are what helps to separate the clothes when the drum spins. Does your dryer have all three drum baffles in place?

Yes the baffles are in place.

I opened the door while it was running and there does NOT seem to be much hot air flow into the drum. Which is odd because I feel hot air coming out of the vent outside the house. Any suggestions?

Try checking the lint chute to see if it is full of lint. While it is apart, check the seals where the lint chute attaches to the dryer to make sure they are good. Also, check to make sure the exhaust venting from the dryer to the exterior of the home is free and clear.

I am still having an issue with this dryer. Could it be the thermostat? How can I test?

You can test the cycling thermostat as shown in the video below. Also, test the heating element as shown in the video below.

So if you can offer additional suggestions. I have replaced the Thermastat (actually all the sensors), the heating coil and thinking that perhaps the dryer wasn't getting the full power I replaced the Circuit Breaker.
BUT, I think it is not getting hot enough - when I look through the bottom of the heater box I can see that not all the coils are red. It looks like the bottom ones are not heating. What else could be the problem?
    Thanks for your time.

It is normal for the coils to not all be red, that is a good sign because it indicates that the air is flowing across the coils a dissipating the heat into the dryer.
